Project Background: The goal of the project is to create a modern VET infrastructure that contributes to increased attractiveness of VET education for students and lays the foundation for effective, demand driven education that provides students with the skills needed by the Ukrainian labour market. The objective of the Consultant’s assignment is to provide institutional expert support to assess curricula, assess teaching and learning materials, assess existing equipment (including quantities and qualities), assess room status and define room requirements, verify equipment needs, draft technical specifications for equipment including preliminary technical remarks, identify training needs and required teaching equipment, as well as provide technical expertise in quality control of construction works and equipment supply on a quarterly basis.

We carried out a two-stage - two-envelope - international competitive bidding procedure with quality and cost-based selection for the procurement of the Consulting Services for the Implementation and Accompanying Measures Consultant
which included the following services:
- development of the terms of reference,
- development of bidding documents,
- evaluation of expressions of interest and shortlisting,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
