Project Background: The objective of the Project is to improve the quality of dialysis services through private sector experience and efficiencies. The Client therefore initiated a Public-Private Partnership (“PPP”) project to improve the delivery of public dialysis services in Bishkek City, Osh and Jalal-Abad and subsequently a contract with a private partner was concluded for a period of ten years. Such PPP contract is the first ever established in the Kyrgyz Republic and viewed as an example and model for future PPPs in the country. Still, experience and capacity in managing such a contract on side of the Client is very limited so that a designated contract management consultant shall be contracted to render support to the Client in managing the PPP contract.

We carried out a two-stage - two-envelope - international competitive bidding procedure with quality and cost-based selection for the procurement of the Contract Monitoring Consultant for Dialysis Public Private Partnership Project
which included the following services:
- development of bidding documents including terms of reference,
- evaluation of expressions of interest and shortlisting,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
