Project Background: The project supports the Indonesian government in its efforts to reform the national TVET system through a Policy Based Loan (PBL). The PBL comprises a set of measures and reforms supporting the objectives of the Indonesian Government to revitalize their national TVET system and implement their comprehensive reform agenda.

We carried out a one-stage - two-envelope - international competitive bidding procedure with quality and cost-based selection for Consulting Services for the Preparation of the envisaged Policy Based Loan “Human Capital Development” with focus on Technical Educational Vocational Training (TVET)
which included the following services:
- development of bidding documents,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
