Project Background: The overall project objective is to strengthen economic growth and alleviate poverty. The IPDF aims at strengthening the German Government's policy dialogue activities with the Indonesian Government (GoI) to support the GoI in identifying and implementing further innovative and sustainable policy reforms in various investment related sectors including urban development, mobility, energy, social protection, investmentmrelated aspects of good governance, and financial market development. Thereby, the IPDF aims at extending infrastructure investments in Indonesia, with a special focus on the energy sector and remote regions of the country.

We carried out a one-stage - two-envelope - limited competitive bidding procedure with quality and cost-based selection for the procurement of the Individual Consultant for Technical Assistance for the Implementation of the Indonesia Policy Dialogue Fund
which included the following services:
- development of bidding documents including terms of reference,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
