Project Background: The project's objective is to improve the government’s capabilities to better target and track financial inclusion efforts, directly increase access to finance for micro, small, and medium-sized enterprises and the underserved using innovative technology, and strengthen the regulatory framework for digital finance, data privacy and consumer protection.
In order to prepare the second PIFIP phase, the tender is about contracting a financial inclusion and digitalisation specialist to support in such preparation.

We carried out a one-stage - two-envelope - limited competitive bidding procedure with quality and cost-based selection for the procurement of Consulting Services of a Digitalization Diagnostic Study
which included the following services:
- development of terms of reference,
- development of bidding documents,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
