Project Background: The Support for Infrastructure Investments in Indonesia (S4I) project aims at promoting socially inclusive economic development, particularly through increasing access to finance for basic environmentally friendly, productive and social infrastructure thereby promoting regional integration. The S4I Project provides technical and financial support to municipalities and other indonesian institutions to improve their capacity to prepare and implement green and climate friendly infrastructure projects.

We carried out a one-stage - two-envelope - limited competitive bidding procedure with quality and cost-based selection for the procurement of the Sustainable Project Development Fund Consultant under the S4I – Development of a Project Developing Facility - Project in Indonesia
which included the following services:
- development of terms of reference,
- development of bidding documents,
- evaluation of proposals and contract award proposal,
- contract negotations and contract closure.
